One could use a mirror to line the bottom of the pan. It would be safe for serving as well as add to the decorative appeal.

Really the only way to be completely food safe is to buy food-safe pottery paint or glaze and have it fired, probably for free, at your local university or a pottery studio. Otherwise you can take a chance on non-toxic paints but read the label carefully!
